Student Leadership Programme
Discover how WRS develops every student into a leader through a structured, values-driven programme that builds skills to lead self, peers, and the wider community.
Our student leadership development programme is guided by the following beliefs:
Every student can be developed as a leader
Every student should be developed as a leader
That is why the student leadership programme in our school enables all students to be equipped with leadership skills to manage self and to make a positive difference to others. We base our approach on The Leadership Challenge (TLC) model by Kouzes and Posner, which highlights that leadership consists of identifiable skills and abilities that every student can learn and develop through the following five practices. As such, the school provides an extensive and structured system for providing opportunities for student leadership development for our students, adopting a tiered approach.

Tiered Approach of WRSS Student Leadership Model
We recognise that leadership is a journey, beginning with leading oneself before progressing to leading peers, the school community, and eventually mentoring others.
At Tier 1, all Secondary 1 to 3 students will participate in workshops on The Leadership Challenge model (TLC). These workshops focus on the theme of Leading Self and are based on the Five Practices of The Leadership Challenge (TLC), with content tailored to the developmental needs of each level. Through these workshops, all students develop a deeper understanding of what it means to lead with example, and are empowered to lead with purpose, integrity and empathy to support others meaningfully, creating a positive impact in the school and community.
Students who demonstrate leadership potential may take on formal leadership roles at Tier 2, where they begin Leading Peers. Junior Student Councillors, Junior Peer Support Leaders, and Class Committee Members learn to communicate effectively, collaborate with others, and positively influence their peers.
At Tier 3, student leaders expand their sphere of influence by Leading the School Population. Student Councillors, Peer Support Leaders and Class Chairpersons plan and lead school initiatives, represent student voice, and contribute to a positive school culture.
As they gain experience, students progress to Tier 4, where they assume greater responsibilities as Senior Student Councillors, Senior Peer Support Leaders, CCA Executive Committee members. They lead larger-scale programmes, facilitate school events, and guide their fellow student leaders through authentic leadership opportunities.
At the pinnacle of the model is Tier 5 – Mentoring Others, where the Student Leaders Exco, CCA Presidents and Vice-Presidents, and other key student leaders serve as role models and mentors. They provide strategic leadership, mentor junior leaders, and shape the leadership culture of the school by modelling exemplary leadership behaviours.
Throughout every tier, leadership development is anchored in The Leadership Challenge (TLC) framework and the school's vision of nurturing Forward-looking, Compassionate, Wise and Resilient Leaders. Students are progressively empowered with the knowledge, skills, and values to make meaningful contributions to the school and the wider community.
